1. It is the decision of the jury that the hearing should be reopened for the following reasons.
a. It was clear when the original chair made his outburst of “I wrote the damn thing” that
he could no longer be impartial.
b. In accordance with RRS 63.4(c), Mr. Shaw, clearly felt the PC could not be impartial in
its decision and this negatively affected the overall perception of fairness.
c. The panel agrees that outburst met the definition of Conflict of Interest.
2. In agreeing to reopen the panel placed the following stipulations:
a. Because Mr. Shaw was asking for races already sailed to be abandoned, this panel
would make all the boats in Division 1 a party to the reopened hearing to take evidence
from other boats that would be affected by a decision in accordance with RRS 64.3.
b. The proceedings would be adjourned at this time until all parties could be notified and
have time to prepare in accordance RRS 63.2. Such notification to be posted as soon
as possible after a date and time for the reopening can be scheduled.

Jacob Terrell has filed for redress for a competitor not being properly registered for the series. ALL PHRF competitors are parties to the Hearing. Attendance is not necessary.

Jacob Terrell has filed for redress in response to Jason Blair abandoning the June 1 race for the Spinnaker Fleet. You are all parties to the Hearing. Attendance is not necessary.
Race 12 for Spinnaker Class on June 1, 2023 was abandoned by the RC.
Enacting 32.1.d is my official action/decision. As previously stated, while not the most favorable decision I think it’s the best to ensure the integrity of the series scoring and the fairness for all the competitors moving forward. Start and Finish line discrepancy with NOR/SI. PRO: Jason Blair. Scoring has not yet been updated.
Race 18 for Spinnaker Class on June 22, 2023 was abandoned by the RC.
After considerable thought I think it’s best to abandon the 6/22/2023 Thursday Night Series Race 1 of the Keelboat Spinnaker Fleet (Class 1) to ensure the integrity of the series scoring and the fairness for all the competitors moving forward. The race should have abandoned the race or called a general recall. PRO: Jeff Asher. Scoring has not yet been updated.
